They couldn't determine the real cause behind the incident (RE0 events) but Morpheus was supposedly one of the higher-ups in charge at that time, and failed to advert the situation and take action. Umbrella just needed a scapegoat for the mansion incident, and framed Morpheus. Just don't want the two heroes of that story being forgotten. Survivor does get a mention in 0’s intro though Thats the thing about remakes they can rewrite it so it doesn't contradict the series as a whole. The main villain of Dead Aim was apparently the one who cause the G virus outbreak which doesn’t make any sense.
